Haha, not in the slightest. We enter Samsara unconsciously - before we actually have the capacity to realize what’s happening. Which is why it’s sometimes called “conditioning”. A very appropriate word. It actually helps to admit that life is not fair, and loose your attachment to fairness. It’s mostly emotional.

From the highest perspective, in enlightenment, you could say that Samsara was fair, but it would not have the same meaning. It would be a statement of understanding of what was happening to you and why it was happening to you, seeing the rules of the game you were playing by. But you can only see the rules of the game when you stop playing it, and by that time the concept of fairness in the emotional sense has been transcended.
