Impossible. Depending on how you define consciousness, it will either already by definition be conscious or it will never be conscious. There’s nothing in between.

Consciousness exists because ego exists. So you would have to program ego into it, but that is equivalent to deliberately programming irresolvable internal contradictions into a machine. Why would one do that? And more importantly, how would one do it, given that no one understands their own contradictions? That’s a real head scratcher, this one. No one knows, no one will be able to do it.

Most people, when talking about consciousness in the context of AI, are really talking about their egos in the context of AI, because ego confuses consciousness with itself - it thinks it has consciousness whereas in reality, consciousness has it.
