If they want to cry, they cry. When they do, it’s very enjoyable and blissful for them, just like everything else. If they don’t want to cry, they don’t.

The question isn’t whether crying is a sign of something or not. The problem is that people think of crying as undesirable, and as a result, suppress a ton of it. So they carry their tears with them wherever they go. And when they’re joyful, they are joyful with their tears inside. One cannot be truly joyful if one cannot be truly sad, if one is afraid of it.

So if you want to cry, cry! For as long as you want to avoid crying, you have some suppressed tears in you. Learn to allow yourself to cry and cry until it becomes pleasurable, cry until it becomes enjoyable. Then one day, crying will become an ecstasy and you will know godliness, you will become it.
