Neither.

Are zebras inherently good or evil? Are lions?

Human beings are just incredibly judgy animals. Good and evil is a mind game, they are relative terms. People just have a mental image of what the “perfect” human should be like (hint: like them), and they rank everybody on the scale of goodness compared to this image. This is the root of all irrational, unnecessary violence. You might think that Hitler was evil, but I assure you, he didn’t think that way. He thought Jews were evil, and he wanted to build a better world with better, more “pure” (“good”) people living in it.

Good and evil are delusions. Rid of these delusions, human beings are pretty harmless, just like any animal is harmless when sufficiently fed and free. The violence and insanity we observe comes mostly from our ideas of good and evil.
